In their joint position paper, TÜV Association, DEKRA and the ASA Association advocate for a consistent advancement of emissions testing within the European Roadworthiness Package. The objective is to ensure that emission limits are not only met at the point of type approval, but are continuously complied with throughout a vehicle’s operational life. A key demand is the mandatory introduction of particle number (PN) measurements at the tailpipe for both diesel and petrol engines. This method enables the reliable detection of defective or tampered exhaust aftertreatment systems and makes a significant contribution to protecting public health and the environment. Practical experience has shown that relying solely on on-board diagnostics (OBD) fails to detect many relevant defects.
Furthermore, the associations support the targeted and practicable implementation of NOx measurements for modern diesel vehicles, alongside the strengthening and EU-wide harmonisation of the established CO measurement. What is needed are uniform and realistically implementable testing procedures that provide investment certainty while ensuring that regulatory environmental objectives are effectively enforced across the in-use vehicle fleet. The Roadworthiness Package offers the opportunity to further develop periodic technical inspections (PTI) into an effective instrument for environmental and health protection. TÜV Association, DEKRA and the ASA Association therefore call on political decision-makers to support ambitious yet practical emissions testing requirements in the ongoing negotiations.
