New Pressure Equipment Directive transposes into national law in the EU

The Directive 2014/68/EU of the European Parliament and of the Council on the harmonisation of the laws of the Member States relating to the making available on the market of pressure equipment (PED) shall be fully adopted by the Member States until 19 July 2016. The PED applies to the design, manufacture and conformity assessment of pressure equipment and assemblies.

The new PED is now fully binding and overrules the regulation 97/23/EG. European manufacturers of pressure equipment or assemblies had to implement all changes correlating with the imposition in the applicable national law as of 18 July 2016.

The European legislative framework for the marketing of products - the so-called New Approach - has the purpose to enhance the effectiveness of EU regulations on product safety and the mechanisms (market surveillance) for their implementation.

With the new PED, all economic operators (manufacturer, the authorised representative, the importer and the distributor) have to follow a detailed list of obligations that ensure the tracking, the marking of the pressure equipment and the accompanying documents. In addition to new definitions and module names, manufacturers of pressure equipment must carry out a risk analysis and risk assessment instead of the former hazard analysis. Overall, the basics of the previous regulation will remain. There are no changes in the scope of application nor in the conformity assessment charts.
